The Punjab Public Accounts Committee-I (PAC-I) on Monday voiced strong concern over the alleged unauthorized conversion of agricultural land into housing societies without approval from competent regulatory authorities. The committee directed the preparation of a detailed report within 30 days.
Committee Meeting Details
The meeting of the committee was held at the Punjab Assembly under the chairmanship of Iftikhar Hussain Chhachhar. It was attended by officials from the Punjab Assembly and various provincial government departments. The committee reviewed audit paras related to the Services and General Administration Department, its attached departments, and autonomous bodies.
Audit Observations
The audit observations highlighted instances where agricultural land had reportedly been converted into housing societies without formal approval from relevant regulatory authorities. In several cases, housing schemes were already developed on such land.
Committee Directives
Taking strong exception to the irregularities, the committee directed that a detailed factual report be submitted within 30 days for further examination and necessary action. The PAC-I also expressed displeasure over the absence of commissioners and deputy commissioners from the meeting despite clear instructions for their participation.
Emphasis on Accountability
The committee emphasized that the absence of key district administrative officers hampered effective scrutiny of audit matters. It directed the Additional Chief Secretary to ensure the presence of all commissioners and deputy commissioners in the next meeting without fail, reiterating that accountability proceedings require full institutional cooperation.
Implications of Unchecked Conversion
The committee underscored that unchecked conversion of agricultural land into private housing schemes not only violates regulatory frameworks but also poses serious implications for urban planning, environmental sustainability, and public interest.
