The Pakistan Football Federation (PFF) on Monday unveiled a comprehensive nationwide football development programme centred around the District Football Championship 2026, youth competitions, and administrative reforms designed to strengthen the domestic game. The initiative, announced at a press conference by PFF Chief Operating Officer Muhammad Shahid Niaz Khokhar alongside Media Director Umaid Wasim, is being hailed as one of the most ambitious domestic football projects launched in recent years. Representatives of provincial and regional football associations participated virtually in the briefing.
Grassroots Foundation
Khokhar described district football as the foundation of Pakistan’s football pyramid, stressing that sustainable success at the national level could only be achieved through regular and organised football activity at the grassroots. “Strong national teams are built on strong grassroots structures. District football is where future talent is discovered and developed. Our objective is to create a clear and merit-based pathway for players to progress from local competitions to club football and ultimately the national teams,” he said.
For the first time, the federation will provide coordinated technical, administrative, and logistical support to district football associations to ensure the smooth conduct of competitions across the country. The championships will be organised in collaboration with provincial and regional football bodies, which have been actively involved in the planning process.
District Football Championship 2026
According to the federation, the District Football Championship 2026 will not only promote football activity nationwide but will also help identify and verify genuine clubs, strengthen local football institutions, and improve governance within the sport. The Pakistan Football Referees Association (PFRA) will assist the programme by providing qualified match officials and maintaining an updated database of registered referees to ensure professional standards during competitions.
Following the district championships, the PFF plans to stage a National Club Championship, creating the next stage of the player development pathway. Talented footballers identified through the competitions will receive structured coaching and development opportunities under qualified trainers.
Youth Development
Youth development forms another key pillar of the federation’s roadmap. Preparations are underway for the National U-17 Championship, expected to be held later this year. Under the proposed format, each provincial association will field two teams, while regional associations representing Islamabad, Gilgit-Baltistan, and Azad Jammu and Kashmir will enter one team each. The tournament will serve as an important talent identification platform for Pakistan’s future international commitments, including regional and continental youth competitions. The federation has confirmed that participation expenses for teams will be covered by the PFF.
Administrative Reforms
The PFF also announced measures to strengthen football administration through the appointment of dedicated general secretaries at provincial and regional levels, a move aimed at improving governance and operational efficiency.
In a message shared during the event, PFF President Syed Mohsen Gilani said the initiative represented a major step towards building a sustainable football ecosystem based on strong governance, active stakeholder participation, and consistent football activity throughout the country. “We are committed to creating modern and effective football structures that benefit players, clubs, coaches, referees, and administrators alike,” the PFF chief said.
“The revival of domestic football is vital for the long-term growth of the game in Pakistan,” Gilani said. “We are committed to rebuilding our domestic structure on modern, professional foundations and strengthening football from the grassroots level. We will work closely with FIFA and the AFC to secure the support needed to ensure the success and sustainability of these initiatives.”
