The District Education Officer (Female) for Dera Ismail Khan, Syeda Anjum, has declared the initial appointments of 23 female teachers as fake, illegal, and void ab initio. The order mandates immediate termination of their services, recovery of all salaries drawn from the public exchequer, and registration of criminal cases against the individuals involved.
Official Notification and Tribunal Judgment
According to an official notification issued by the DEO (Female) on July 2, 2026, the action was taken in compliance with a joint judgment of the Khyber Pakhtunkhwa Service Tribunal dated October 3, 2025. The tribunal had restored the teachers solely for the purpose of conducting an inquiry. Following this, the Education Department constituted an inquiry committee to examine the appointments.
Inquiry Committee Proceedings
The notification stated that the teachers were provided multiple opportunities to appear before the inquiry committee. Notices were served through registered post, legal counsel, and newspaper advertisements, but none of the individuals appeared for personal hearings. Consequently, the committee proceeded ex parte and reached its findings based on the available official record.
According to the inquiry report, the names of the teachers did not appear in the recommendations of the District Selection Committee (DSC). Additionally, they had either not appeared in the Educational Testing and Evaluation Agency (ETEA) recruitment test or had failed to qualify on merit. Despite this, they allegedly secured appointments through forged appointment orders and continued to receive government salaries.
Nullification of Appointment Orders
The notification declared the purported appointment orders dated September 16 and September 27, 2022, null and void from the outset, resulting in the cancellation of all related appointments. DEO (Female) Syeda Anjum also directed the District Accounts Officer to immediately stop the salary payments of the concerned employees.
Criminal Proceedings and Recovery
In addition, the relevant Sub-Divisional Education Officer (SDEO) has been instructed to initiate criminal proceedings under Sections 416, 417, 419, and 420 of the Pakistan Penal Code (PPC) on charges including cheating, impersonation, fraud, and causing financial loss to the national exchequer. The order also ensures recovery of all salaries already paid to the individuals.
