SEEF Trust Approves Smart Portal and Investment Policy Reforms

The Sindh Educational Endowment Fund (SEEF) Trust has approved key reforms, including the framing of an investment policy and the development of a Smart Portal to digitize the scholarship system. The decisions were taken during a meeting of the Executive Committee of the Board of Trustees, chaired by Secretary of the College Education Department, Nadeem Memon.

Investment Policy and Financial Oversight

The committee approved the formation of a panel of financial experts tasked with preparing a draft investment policy for the department. Secretary Memon directed that investment decisions should aim to maximize returns on the Trust’s funds while ensuring full compliance with applicable laws, government policies, by-laws, and regulatory requirements. This move is intended to optimize the utilization of the Trust’s resources.

In addition, the meeting approved, in principle, the engagement of a third-party audit firm for a two-year term beginning with the financial year 2025-26. This step is expected to enhance financial transparency and accountability in the management of the Trust’s funds.

Digitalization of Scholarship System

The committee directed the initiation of work on a Smart Portal for the digitalization of the Sindh Educational Endowment Fund scholarship system. Secretary Memon instructed that the proposal be finalized and submitted to the Board of Trustees for approval. The Smart Portal aims to streamline the scholarship application and disbursement process, making it more efficient and accessible for students.

Inclusion of New Institutions and Seat Rationalization

The meeting also reviewed requests from new universities and educational institutions seeking inclusion in the SEEF Trust panel. Deliberating on the rationalization of seats in existing universities and institutions, the committee examined the Trust’s financial position and expenditure pattern. These measures are part of broader efforts to ensure equitable distribution of educational resources and support.

The reforms approved by the SEEF Trust are expected to improve the management of endowment funds, enhance transparency through digitalization, and expand educational opportunities for students in Sindh.
