The primary suspect in a corruption case involving an alleged embezzlement of Rs8.5 billion in the Bus Rapid Transit (BRT) Yellow Line project has submitted a post-arrest bail application before a provincial anti-corruption court. The court has responded by issuing notices to the prosecution and the investigation officer (IO), scheduling the next hearing for July 11. Additionally, the presiding judge ordered the suspect, Zameer Abbasi, to be remanded in judicial custody.
Background of the Case
The Anti-Corruption Establishment (ACE) Sindh had registered a case against Abbasi, who served as the project director of the Karachi Mobility Project (KMP), along with the then procurement director Jhaman Das and others. The case stemmed from an inquiry conducted by the Chief Minister’s Inspection, Enquiries and Implementation Team Department (CMIE&ITD) into financial mismanagement within the KMP concerning the Yellow Line project.
At the conclusion of his previous physical remand, IO Inspector Sher Zaman produced Abbasi, a grade-19 officer of the Sindh government, before the court. The IO submitted that the investigation had been completed. A member of the combined investigation team (CIT) from the ACE also appeared and stated that unsafe payments were made without any bank guarantees. Consequently, the court sent the suspect to jail on judicial remand until July 13 and directed jail authorities to produce him via video link at the next hearing.
Legal Provisions Invoked
A case was registered on behalf of the state under multiple sections of the Pakistan Penal Code, including 409 (criminal breach of trust by a public servant), 420 (cheating and dishonestly inducing delivery of property), 467 (forgery), 468 (forgery for the purpose of cheating), 471 (using a forged document as genuine), 477-A (falsification of accounts), and 34 (common intention), read with Section 5(2) of the Prevention of Corruption Act, 1947.
The court's decision to issue notices and remand Abbasi underscores the seriousness of the allegations, which involve significant public funds intended for the BRT Yellow Line project, a key transportation initiative in Karachi.
