The federal government has officially begun consultations with provincial governments regarding amendments to the National Finance Commission (NFC) Award formula. This move aims to revise the distribution of financial resources among the provinces to ensure greater equity and efficiency.
Background of the NFC Award
The NFC Award is a constitutional mechanism that determines the distribution of financial resources between the federal government and the provinces. The current formula has been a subject of debate, with some provinces arguing for a larger share based on population, poverty, or revenue generation.
Key Objectives of the Consultation
- To address disparities in resource allocation among provinces.
- To incorporate new economic indicators such as tax collection and development needs.
- To ensure fiscal stability and promote balanced regional development.
Finance Minister Muhammad Aurangzeb led the initial round of talks, emphasizing the need for a consensus-based approach. The consultations are expected to continue over the next few weeks, with input from all four provincial governments.
Provincial Reactions
Punjab has expressed support for a formula that rewards higher tax collection, while Sindh has called for a greater weightage on population and poverty. Khyber Pakhtunkhwa and Balochistan have stressed the inclusion of security and underdevelopment factors.
The government aims to finalize the amended formula before the next fiscal year, pending approval from the Council of Common Interests (CCI).
