Federal Minister Launches 'No Child Left Behind' Campaign in Islamabad
Federal Minister for Education and Professional Training, Dr. Khalid Maqbool Siddiqui, has officially launched a comprehensive campaign titled "No Child Left Behind" at the Islamabad Capital Territory (ICT) level. This initiative is specifically designed to identify and enroll children who are currently out of school, thereby improving their access to educational opportunities across the federal capital.
Constitutional Alignment and Strategic Framework
The campaign is firmly aligned with Article 25-A of the Constitution of Pakistan, which guarantees free and compulsory education for all children. Under the Federal Action Plan for Out-of-School Children (2025–2030), authorities will implement a multi-faceted strategy. This includes conducting detailed household-level surveys across all union councils within ICT to accurately register out-of-school children.
The strategy encompasses several key components:
- Expanding second-shift schooling to accommodate more students.
- Introducing Accelerated Learning Programs (ALPs) for catch-up education.
- Providing alternative education pathways to increase overall school capacity.
Digital Monitoring and Community Engagement
To ensure effective tracking and transparency, digital dashboards and real-time monitoring systems will be introduced. These tools will allow officials to monitor progress continuously and make data-driven adjustments as needed. The Ministry of Federal Education and Professional Training also plans to actively engage various stakeholders to support enrollment and retention efforts.

The target is to identify and enroll the maximum number of out-of-school children within a three-year period. He emphasized the importance of collective effort in achieving this goal.
The ministry has issued a call to action for education officials, teachers, media representatives, and community members to cooperate fully in implementing the campaign across Islamabad.
