According to confirmed studio announcements, the reboot will be produced by Anthony and Joe Russo's production company AGBO, with writers Mary Margaret Kunze and Jade Halley Bartlett developing the screenplay. The pair previously collaborated on Miller's Girl, while Bartlett also wrote and directed the film. Kunze has built an extensive career behind the scenes, serving in production roles on several Marvel television projects before working on more recent streaming productions.

Released in 1993, the original Free Willy became an unexpected box office hit. The family drama followed orphaned teenager Jesse, played by Jason James Richter, as he formed an unlikely friendship with an orca named Willy before trying to free the animal from captivity.
