Pakistan has secured Observer status in the International Council for Harmonisation of Technical Requirements for Pharmaceuticals for Human Use (ICH), a significant milestone that strengthens the country's integration into the global pharmaceutical regulatory system. The announcement was made during the ICH Assembly held in Rio de Janeiro, Brazil, on June 2-3, according to the Ministry of National Health Services, Regulations and Coordination.

The ICH is a leading international body that brings together medicines regulators and pharmaceutical industry representatives from around the world to develop harmonised technical standards aimed at ensuring the quality, safety and efficacy of medicines. Observer status allows regulatory authorities to participate in discussions, monitor regulatory developments and gain greater exposure to international best practices.

Impact on Pakistan's Pharmaceutical Sector

The ministry described the recognition as an important step towards modernising Pakistan's pharmaceutical regulatory framework and aligning it more closely with globally accepted standards. According to officials, the status is expected to enhance the capacity of the Drug Regulatory Authority of Pakistan (DRAP), improve regulatory transparency and efficiency, and support the domestic pharmaceutical industry's efforts to meet international requirements.

Federal Minister for National Health Services, Regulations and Coordination Syed Mustafa Kamal said the achievement reflected Pakistan's continued progress in strengthening medicines regulation and pursuing greater international regulatory alignment. The recognition also complements DRAP's ongoing efforts to attain and sustain Maturity Level 3 under the World Health Organisation's Global Benchmarking Tool, an internationally recognised measure of the performance and stability of national regulatory systems.

Future Prospects

Officials said the latest achievement would broaden DRAP's engagement with international regulatory institutions and support its longer-term ambition of pursuing full ICH membership. It is also expected to facilitate deeper cooperation with other global regulatory initiatives, including the Pharmaceutical Inspection Co-operation Scheme (PIC/S). The move is likely to enhance Pakistan's credibility within the international pharmaceutical community and strengthen confidence in the country's regulatory oversight of medicines.
