JCP to Approve Rules for HC Judges Performance Evaluation

The Judicial Commission of Pakistan (JCP) is scheduled to convene on Friday to give its approval to the proposed rules concerning the performance evaluation of high court judges. A dedicated committee of the JCP, under the leadership of Justice Aamir Farooq, has formulated the draft rules, officially titled the "Judicial Commission of Pakistan (Judicial Performance Evaluation of High Court Judges) Rules, 2026."

Other members of this committee include Attorney General for Pakistan Mansoor Awan, Senator Ali Zafar, and Ahsan Bhoon, the representative of the Pakistan Bar Council (PBC). According to the preamble of the proposed rules, clauses 18, 19, and 20 of Article 175A of the Constitution mandate the annual performance evaluation of high court judges by the JCP. These constitutional provisions require the establishment of effective standards and a structured procedure for evaluation and improvement. In cases where judicial inefficiency is identified, reports are to be submitted to the Supreme Judicial Council.

The proposed rules stipulate that the performance of each high court judge shall be evaluated annually by the commission, ensuring accountability and continuous improvement in the judiciary.
