IMCTC launches rehabilitation program in Moroni

The Islamic Military Counter Terrorism Coalition (IMCTC) has officially launched its rehabilitation and social reintegration program in Moroni, the capital of the Union of the Comoros. This initiative is part of the coalition's broader Rehabilitation and Reintegration Initiative for Individuals with Extremist Ideologies and Terrorist Behavior, known as Idmaj.

Launch Event Attendees

The launch ceremony was attended by Youssoufa Mohamed Ali, director of the president's office in charge of defense of the Union of the Comoros; Mansour Al-Qarni, the coalition's director of intellectual affairs; several civilian and military officials; 30 trainees specializing in rehabilitation and reintegration; and representatives from relevant Comorian entities.

Program Duration and Objectives

Running until June 26, 2026, the program is part of the coalition's efforts to build member states' national capacities to prevent extremism and strengthen rehabilitation and reintegration programs. The training covers six main themes, including the nature of the crime of terrorism; concepts of rehabilitation and reintegration; and the model framework for rehabilitation and reintegration programs. It also addresses the fundamentals of designing specialized programs; the scientific foundations of rehabilitation and reintegration; and the challenges associated with implementing these programs.

Empowering Participants

The program aims to equip participants with the knowledge and skills necessary to develop and implement effective rehabilitation and social reintegration programs. It focuses on addressing extremist ideology and terrorist behavior while enhancing the capacity of national institutions to reintegrate beneficiaries in a sustainable manner. According to the IMCTC, this initiative underscores the coalition's commitment to comprehensive counter-terrorism strategies that include prevention, rehabilitation, and reintegration.
