Punjab imposes strict security measures for Muharram 2026

The Government of the Punjab on Tuesday imposed province-wide restrictions under Section 144 (6) of the Code of Criminal Procedure, 1898, for Muharram 2026, citing concerns over public order and religious harmony. The order, issued by the Home Department on June 10, 2026, under Order No. SO (IS-II)1-1/2004, aims to counter potential threats to peace and tranquility by miscreants and extremist elements, as well as to prevent sectarianism and violence during the holy month.

Prohibitions on Processions and Majalis

The order bans the innovation of new processions or Majalis from the 1st to the 10th of Muharram across the province. Only pre-existing and officially permitted gatherings are allowed.

Ban on Weapons and Combustible Materials

Carrying bamboo sticks (batons), knives, daggers, spears, any article that can be used as a weapon of offence, and combustible material in public places is strictly prohibited unless specifically permitted by a competent authority.

Restrictions on Slogans and Hate Speech

The notification prohibits raising slogans, making visible signs, or representations that may incite public sentiments or target the beliefs of any sect, community, or group. It also bans dissemination of information through any information system, device, or media, including social and digital media, that is intended to incite sectarian hatred or contains abusive or derogatory remarks that may provoke interfaith, sectarian, or racial hatred.

Security Measures Along Procession Routes

The order prohibits the construction of firing bays (Morchas) on rooftops of houses and buildings along procession routes. It also bans the collection of stones, bricks, bottles, or rubbish on these routes. Sitting or standing on the roofs of shops and houses situated on either side of the routes during processions is also prohibited.

Pillion Riding Ban

A complete ban on pillion riding will remain in force from the 9th to the 10th of Muharram 2026. Exemptions apply only to senior citizens, women, Rescue 1122 personnel, and personnel of law enforcement and intelligence agencies.

Publicity of the Order

The Home Department directed that wide publicity be given to the order through the Official Gazette, daily newspapers, Radio Pakistan, Pakistan Television (PTV), and other television channels.
