Federal Minister for Planning Ahsan Iqbal has directed the Higher Education Commission (HEC) to conduct an immediate and comprehensive review of all university degree programs and curricula across Pakistan. The goal is to align higher education with the rapidly evolving demands of Industrial Revolution 4.0 and the emerging Industrial Revolution 5.0.
Policy Directive for Future-Ready Education
In a policy directive issued to HEC, the minister emphasized that Pakistan's future competitiveness depends on equipping youth with knowledge, skills, and competencies required in a technology-driven and innovation-led global economy. He noted that breakthroughs in Artificial Intelligence, robotics, automation, biotechnology, quantum computing, advanced manufacturing, and digital technologies are transforming labor markets at an unprecedented pace.
Warning Against Outdated Programs
Ahsan Iqbal warned that many traditional occupations are becoming obsolete while entirely new professions are emerging, requiring a fundamental rethinking of higher education systems. "The world is changing faster than ever before. Universities can no longer prepare students for yesterday's jobs. Our institutions must prepare them for the opportunities and challenges of tomorrow. Degrees that do not lead to employability, innovation, entrepreneurship, or national competitiveness must be reviewed and reformed," he stated.
The minister noted that Pakistan cannot afford a situation where universities continue producing graduates in disciplines with limited relevance to future economic needs while industries struggle to find skilled professionals in emerging fields.
Evaluation Criteria for Degree Programs
Under the directive, HEC has been asked to evaluate all degree programs based on employability, industry relevance, alignment with national development priorities, technological disruption risks, and future global demand. Programs with outdated content, weak market relevance, or poor employment outcomes will be identified for restructuring, modernization, consolidation, or phase-out.
Establishment of Task Force
The minister further directed HEC to establish a high-level Future Skills and Curriculum Transformation Task Force comprising academia, industry leaders, technology experts, entrepreneurs, and policymakers. This task force will recommend reforms required for preparing Pakistan's youth for the future economy.
The review will focus on introducing and expanding programs in emerging fields such as Artificial Intelligence, Machine Learning, Data Science, Cybersecurity, Robotics, Automation, Quantum Computing, Bioinformatics, Precision Agriculture, Renewable Energy, Climate Science, Digital Health, Smart Manufacturing, FinTech, Innovation Management, and other future-oriented disciplines.
Integration of Core Skills
Ahsan Iqbal also called for the integration of AI literacy, digital skills, data analytics, critical thinking, entrepreneurship, financial literacy, climate literacy, and problem-solving capabilities across all university degree programs, irrespective of discipline.
Vision of URAAN Pakistan
Highlighting the vision of URAAN Pakistan, the minister said that Pakistan's demographic dividend can become its greatest national strength only if young people are equipped with future-ready skills and competencies. "Our goal is to transform higher education from a degree-awarding system into a talent-development ecosystem that produces innovators, entrepreneurs, researchers, technology leaders, and globally competitive professionals," he remarked.
The minister stressed that Pakistan's journey towards becoming a one-trillion-dollar economy requires a workforce capable of driving productivity, quality, innovation, exports, and technological advancement.
Timeline and National Audit Framework
HEC has been requested to submit within 60 days a national audit framework for reviewing existing degree programs, recommendations for new future-oriented disciplines, and a roadmap for aligning higher education outputs with national development priorities and labor market requirements.
The initiative forms part of the broader human capital development agenda under URAAN Pakistan, which places youth empowerment, innovation, and knowledge-based economic transformation at the center of Pakistan's long-term development strategy.
