Sindh Chief Minister Reviews Judicial Commission Report on Gul Plaza Fire Incident
Sindh Chief Minister Syed Murad Ali Shah convened a high-level meeting at the CM House on Thursday to review the Judicial Commission report on the devastating Gul Plaza fire incident. The chief minister took decisive action by constituting a ministerial committee to thoroughly examine the findings and submit actionable recommendations aimed at fixing accountability and preventing similar tragedies in the future.
Key Attendees and Background of the Incident
The meeting was attended by senior provincial ministers, top bureaucrats, and law enforcement officials, including Sharjeel Inam Memon, Nasir Shah, Zia Lanjar, Chief Secretary Asif Hyder Shah, Mayor Karachi Murtaza Wahab, Inspector General Police Javed Odho, and other concerned officials. The chief minister was briefed that the fire broke out on January 17, prompting the formation of a cabinet sub-committee to frame the Terms of Reference (TORs), which were subsequently shared with the Sindh High Court.
The Commission of Inquiry was formally notified on February 4 and conducted extensive site inspections and hearings from February 16 to March 25 before submitting its comprehensive report to the provincial government on April 7.
Critical Findings from the Judicial Commission Report
According to the report, the building suffered from severe safety deficiencies, including a lack of a functional firefighting system, proper alarm and communication mechanisms, and adequate evacuation arrangements. These serious lapses significantly contributed to the scale of the incident, highlighting systemic failures in building safety protocols.
The meeting was further informed that there was a notable delay in alerting the fire brigade, and the emergency response time remained well below the required standard, exacerbating the situation. The inquiry also identified multiple stakeholders responsible for negligence, pointing to a need for stricter enforcement of safety regulations.
Formation of Ministerial Committee and Next Steps
In response to these findings, Chief Minister Syed Murad Ali Shah constituted a committee comprising the ministers for local government, law, and industries. This committee is tasked with thoroughly reviewing the report and presenting actionable recommendations to ensure accountability and implement measures that will prevent future incidents.
The move underscores the provincial government's commitment to addressing safety concerns and improving emergency response mechanisms in Karachi, particularly in commercial buildings like Gul Plaza.
