The Punjab government has frozen the funds of all 40 district councils in the province, including the Rawalpindi District Council. This move has prevented these councils from preparing and presenting their budgets for the new financial year 2026-27.

Development Schemes Cancelled

Along with the fund freeze, 286 development schemes of the Rawalpindi District Council have been cancelled. Across the province, a total of 2,782 development schemes in all district councils have been scrapped. Only those schemes that are in their final stages of completion will be carried forward, while files for all other schemes have been closed.

Role of Tehsil Councils

The newly formed Tehsil Councils are expected to make a final decision regarding the fate of these development schemes. This indicates a potential shift in administrative responsibilities.

Additional Measures

Other measures under the budget freeze include moving all additional personnel of the district councils to a surplus pool. Approval has also been given to transfer a large number of employees and officers from the district council to the Pothohar Town Corporation.

Employee Dues and Early Retirement

The Deputy Commissioner has issued instructions to clear the dues of all employees of the Rawalpindi District Council by June 30. Senior employees have been given the option of early retirement, which may be part of a broader restructuring effort.
