Pasban Union Alleges Illegal Promotions in Faisalabad Municipal Corporation
FAISALABAD – Pasban Union (Registered) has raised serious concerns over alleged attempts to promote electricians and light supervisors to the posts of Light Inspectors through a change of cadre in the Municipal Corporation Faisalabad. The union has submitted an application to Commissioner Musarrat Jabeen and the Chief Officer of the Municipal Corporation, seeking immediate intervention.
Violation of Service Rules
According to the application, the Punjab Civil Servants Act, 1974, and the relevant Service Rules permit promotions only within the respective feeder cadre. The union emphasized that Electrician, Light Supervisor, and Light Inspector are separate cadres; therefore, direct promotion from one cadre to another is against the prescribed rules.
Misuse of Precedent
The union further contended that a special case from Jinnah Town in 2012 is being incorrectly cited as a precedent. It pointed out that the Government of Punjab, in its letter dated January 14, 2025, had clarified that the upgradation was granted on a “Personal to Incumbent” basis and could not be used as a permanent precedent for such promotions.
Joint Seniority List Condemned
The application also described the preparation of a joint seniority list for employees belonging to different cadres as a violation of service rules. The union urged the authorities to ensure that all service-related matters are dealt with strictly in accordance with applicable laws and government directives to prevent legal and administrative complications.
