In a significant development for the nation's telecommunications landscape, Pakistan Telecommunication Authority (PTA) Chairman Hafeezur Rehman officially declared on Wednesday that the highly anticipated 5G spectrum auction will take place on March 10. The rollout of 5G services is planned to commence initially in federal and provincial capitals, with a strategic expansion to other urban centers in the subsequent years. Telecom Operators' Preparedness and Equipment Manufacturing

He stated, "Once licences are issued, operators are unlikely to delay the rollout. They are already preparing detailed business cases and investment plans, which will significantly accelerate deployment." Furthermore, Rehman revealed that operators have proactively placed orders for 5G equipment. In a parallel development, local manufacturing of 5G-enabled smartphones is already underway, with an impressive production of 500,000 to 600,000 units achieved so far, indicating a growing domestic capacity to support the new technology.

Dual Focus: Enhancing 4G While Introducing 5G

While the introduction of 5G technology represents a key focus area, Rehman emphasized that the government's immediate priority remains improving 4G services for the 90% of users who currently rely on this technology. He explained, "In Pakistan, our focus is on enhancing 4G quality. By efficiently utilising available spectrum bands, we expect significant improvements in service quality." The chairman drew comparisons with Bangladesh's successful experience with 4G deployment to illustrate potential pathways for Pakistan. To support this dual objective, operators have been granted increased flexibility in spectrum sharing, certain regulatory terms have been relaxed, and a one-year moratorium on upfront spectrum payments has been implemented to allow operators to concentrate resources on improving service quality.

Auction Format and Financial Arrangements

Director General Licensing Aamir Shahzad provided detailed specifications regarding the auction process. The auction will follow a multi-round electronic clock auction format, with the initial round focusing on mandatory bidding in the 2600 MHz and 3500 MHz bands. Approximately 597 MHz of spectrum will be made available for bidding, marking one of the largest spectrum allocations in the country's history. Applications for participation must be submitted by February 27, accompanied by a $15 million bank guarantee. Qualified bidders will participate in mock auctions prior to the main allocation event. The auction mechanism includes provisions for price adjustments; if demand exceeds supply in any spectrum category, prices will rise in successive rounds.

The auction will conclude with an assignment stage, after which provisional winners will be required to submit performance bank guarantees within 15 business days before final licences are granted. To facilitate financial transactions, the PTA has established a fixed exchange rate for US dollars to Pakistani rupees for payment purposes. Operators are provided with flexible payment options: they can choose to pay either 100% upfront or 50% upfront, with the remaining balance paid in five equal annual installments at KIBOR + 3%.

Rollout Timeline and Ambitious Quality Targets

Following the issuance of licenses, 5G services are projected to launch within 3–6 months, starting with federal and provincial capitals. The rollout will then expand gradually to other cities, with operators mandated to deploy 1,000 new sites annually, including at least 200 sites per year specifically targeted to address existing coverage gaps. Concurrently, the PTA has set ambitious and progressive targets for service quality improvements across both 4G and 5G networks.

  • For 4G Services: Minimum download speeds will increase from 20 Mbps in the 2026–27 period to 50 Mbps by 2030–35. Latency targets will be reduced from 75 milliseconds to 50 milliseconds.
  • For 5G Services: Minimum download speeds will start at 50 Mbps and rise to 100 Mbps by 2030–35. Latency targets are set to be reduced to an impressive 35 milliseconds.

Rehman concluded by reinforcing the broader vision, stating, "Our goal is to align Pakistan’s progress with regional best practices, while ensuring robust connectivity and superior quality for our entire population." He highlighted that enhancing 4G connectivity will not only improve user experience but also stimulate data usage, creating a positive cycle that benefits operators and the broader telecom ecosystem. This strategic approach aims to balance technological leapfrogging with the practical needs of the majority of Pakistani users.
