The Quality Assurance Agency (QAA) of the Higher Education Commission (HEC) Pakistan has launched the National Leadership Engagement Series titled 'The Quality Compact,' focusing on the Pakistan Precepts, Standards and Guidelines for Quality Assurance in Higher Education (PSG-2023). The inaugural Punjab regional session was held at Forman Christian College (A Chartered University), Lahore.
Inaugural Session Brings Together University Leaders
The Punjab regional session gathered approximately 100 senior university leaders, including Deans and Registrars, representing 29 higher education institutions (HEIs) from the Punjab region. This marks a significant milestone in HEC’s efforts to strengthen institutional quality assurance across the country.
During the opening ceremony, Rector FCCU Dr. Jonathan Addleton delivered welcome remarks, followed by the formal inauguration of the engagement series by Director General QAA HEC Mr. Nasir Shah.
Emphasis on Ownership and Effectiveness
Speaking on this occasion, Mr. Shah underscored the importance of moving institutions from compliance to ownership and effectiveness in their quality assurance practices, as envisioned under the revamped PSG-2023 framework. He stated, "The goal is to foster a culture where quality is not just a checklist but a core institutional value."
The session participants engaged with HEC’s Three Expository Facets framework — Contextual Understanding, Ownership, and Maturity — alongside an introduction to the PERLI Golden Thread and the newly launched Q-CIRCLE digital platform, designed to support real-time institutional quality monitoring.
Closing Remarks and Future Plans
In his closing remarks, Mr. Nasir Shah thanked FCCU for hosting the event and commended the participating university leadership for their active engagement and valuable contributions throughout the day. He emphasized that the series will continue across the country as part of HEC’s ongoing efforts to build a resilient, self-improving quality ecosystem in higher education.
