The Higher Education Commission (HEC) has advised students to carefully verify the status and accreditation of foreign degree programmes before seeking admission, warning that degrees completed entirely through online or blended learning modes may not be recognised in Pakistan after Spring 2026.
In an advisory issued amid the growing adoption of online and hybrid education models by international universities, the commission said that foreign programmes officially registered as conventional on-campus degrees but completed fully through online or mixed delivery methods would no longer qualify for recognition unless such modes are formally approved by the relevant regulatory authority in the institution's home country.
The HEC urged both prospective and currently enrolled students to ensure that their chosen programmes are properly accredited and that all residency and physical attendance requirements are fulfilled in accordance with the regulations governing the qualification. The commission said the advisory applies not only to students planning to pursue higher education abroad but also to those already studying at foreign universities. It advised students to review programme structures with their institutions to avoid future complications related to degree recognition and equivalence in Pakistan.
Policy Details
While outlining the new policy position, the HEC clarified that applications for degree equivalence would continue to be processed through its online system, with each qualification assessed individually on its academic merits. According to the commission, the measure is intended to protect students from potential academic, professional and legal difficulties arising from qualifications that do not meet Pakistan's recognition requirements.
The HEC noted that it does not maintain a single public list of all approved foreign degrees. Instead, international qualifications are evaluated on a case-by-case basis to determine their equivalence with Pakistani academic standards.
Evaluation Process
Under existing guidelines, degrees awarded by institutions recognised and accredited in their respective countries, including those listed in internationally recognised databases such as UNESCO's World Higher Education Database, are generally considered for evaluation. Applicants seeking recognition of foreign qualifications are required to apply through the HEC's online equivalence portal, where each case undergoes separate verification.
The commission also maintains a list of approved transnational education collaborations and foreign university programmes operating in Pakistan, many of which function in partnership with UK institutions and are subject to prior regulatory approval.
