The United Nations Secretary-General, Antonio Guterres, has voiced profound alarm over a recent military operation by the United States against Venezuela, which led to the capture of the country's President, Nicolas Maduro. The UN chief emphasized that this action represents a clear violation of established international legal frameworks.
UN's Firm Stance on Sovereignty and Law
In a strong message delivered on Monday during an emergency session on Venezuela, Guterres, through Under-Secretary-General Rosemary DiCarlo, reiterated the fundamental importance of respecting international law. "I have consistently stressed the imperative of full respect, by all, for international law, including the Charter of the United Nations," the statement conveyed. This charter is the cornerstone for maintaining global peace and security.
The Secretary-General specifically pointed to the events of 3 January as a point of major concern. "I remain deeply concerned that rules of international law have not been respected with regard to the 3 January military action," Guterres stated unequivocally. He highlighted that the UN Charter explicitly forbids the use or threat of force against any nation's political independence or territorial borders.
Core Principles in a Complex Crisis
Amid the escalating tensions, Guterres called for a steadfast commitment to core principles. "In situations as confused and complex as the one we now face, it is important to stick to principles," his statement read. He outlined these non-negotiable principles as respect for the UN Charter, sovereignty, political independence, and the territorial integrity of all states.
Guterres further argued that existing international law already provides adequate mechanisms to handle various global challenges. "International law contains tools to address issues such as illicit traffic in narcotics, disputes about resources and human rights concerns," he added, suggesting diplomatic and legal avenues over military intervention.

The UN chief concluded with a powerful reminder that the world's stability depends on every member state's commitment to the rules. "The maintenance of international peace and security depends on the continued commitment of all member States to adhere to all the provisions of the Charter," Guterres asserted. He urged for "the power of law" to prevail over the use of force.
This emergency session was convened following an official request from Venezuela's permanent mission to the UN, submitted on January 3. The request garnered significant diplomatic support from major global powers, namely China and Russia, underscoring the international divisions surrounding the crisis.
