Europe 2040: Al-Habtoor Report Explores Three Futures

The Al-Habtoor Research Center (AHRC) has released a comprehensive strategic study titled “Europe 2040: Today, Tomorrow, and the Day After,” examining the structural forces shaping Europe’s future over the next 15 years. The report presents three evidence-based scenarios for Europe by 2040, ranging from a renewed and strategically autonomous Europe to gradual strategic decline, and ultimately to a fragmented continent struggling to preserve cohesion and influence.

Key Structural Trends

The study highlights several structural trends reshaping Europe’s economic competitiveness, strategic autonomy, and global influence. The EU’s share of global GDP has fallen to approximately 13.8 percent. Europe continues to face industrial electricity prices two to three times higher than those in the US. The fertility rate has dropped to only 1.38 births per woman, and the continent remains dependent on foreign digital infrastructure and critical supply chains.

Analysis Across Multiple Domains

Drawing upon extensive analysis across economics, technology, energy security, defense, demographics, governance, and geopolitical competition, the report argues that Europe has entered one of the most consequential periods in its modern history. The decisions taken over the coming years will not only shape Europe’s future but also influence global trade, international security, technological competition, and the evolving international order.
