LHC Orders Urgent Monsoon Preparedness to Avert Flooding

The Lahore High Court (LHC) on Thursday issued directives to all relevant departments to implement immediate and effective measures in anticipation of the upcoming monsoon season. The court cautioned that unusually heavy rainfall could lead to widespread devastation if timely preparations are not ensured.

Court's Observations on Monsoon Preparedness

During the hearing of petitions related to smog, Justice Shahid Karim noted that weather forecasts predict above-normal rainfall this year. He emphasized the urgent need for preparedness to prevent urban flooding and other potential disasters. The court stressed that proactive steps are essential to mitigate the impact of severe weather.

Action Against Non-Compliant Sugar Mills

The court also ordered authorities to continue taking action against sugar mills that have failed to install wastewater treatment plants. It remarked that mills not complying within the stipulated timeframe should not be permitted to operate. This directive aims to enforce environmental regulations and reduce pollution.

Water Meter Installation and Tree Transplantation

The court sought a detailed report from the Water and Sanitation Agency regarding the installation of water meters across Lahore. Additionally, Member of the Environmental Commission Syed Kamal Haider submitted a report on transplanted trees. Justice Shahid Karim observed that the successful growth of these trees would be considered a significant environmental achievement.

Recharge Wells for Rainwater Conservation

The court was informed that the Lahore Development Authority and the Traffic Engineering and Planning Agency are planning to install recharge wells for rainwater conservation. The court noted that such wells are vital for preserving underground water reserves, especially in the face of increasing water scarcity.

Compliance Deadlines and Legal Proceedings

Counsel for the Environment Department informed the court that action has already been initiated against sugar mills that failed to install wastewater treatment plants. The mills have been granted time until May 31 to comply with the directives. Law officers representing the Punjab government, along with officials from the Lahore Development Authority, Parks and Horticulture Authority, Environment Department, and other relevant agencies, also appeared before the court.

The hearing was subsequently adjourned until after the Eid holidays.
