Newly-appointed Inspector General of Prisons Punjab, Mian Salik Jalal, has initiated a series of jail reforms and aggressive field visits to different jails. After assuming charge on June 16, the IG held several meetings with staff and field officers to improve prison operations. On June 19, IG Jalal conducted his first surprise visit to District Jail Okara.
Okara Jail Inspection Reveals Security and Administrative Lapses
During the inspection, Jalal reviewed various sections of the jail, including barracks, the prison hospital, the prison kitchen, warehouses, security arrangements, welfare facilities, skill development programs, and other administrative matters. The IG also met inmates and inspected the visitation system, waiting areas, interview rooms, and facilities provided to prisoners and their families. The inmates expressed satisfaction with the visitation arrangements and overall management. However, the inspection revealed several serious security and administrative irregularities. These included violations of security protocols at the main gate, deficiencies in lock-up and court-production procedures, shortcomings in inmate record management, lapses in supervision, and discrepancies in administrative records.
Immediate Action: Suspensions and Explanations Ordered
Taking immediate notice of these issues, the IG Prisons ordered strict action. The Assistant Superintendent Jail, certain responsible staff members, and a warder were suspended for negligence and violations of rules. In addition, explanations were sought from the Superintendent Jail and the Deputy Superintendent Jail regarding the identified shortcomings. Mian Salik Jalal emphasised that maintaining security, discipline, and strict compliance with Standard Operating Procedures (SOPs) in prisons is essential under all circumstances. He stated that negligence, carelessness, or violations of regulations would not be tolerated and that impartial action would be taken against anyone found responsible.
Directives to All Prison Superintendents
The IG further directed all prison superintendents to ensure effective security arrangements, proper management of inmate visitation systems, maintenance of discipline, and implementation of rehabilitation and welfare programs. He stressed that all prisons must strictly adhere to prescribed SOPs and operational guidelines.
Kasur Jail Visit Leads to Further Suspensions
During his visit to District Jail Kasur, Jalal inspected all portions of the jail and interacted with prisoners. He suspended two officials from service for showing dereliction of duty.
