Allegations regarding the secret sale of 10,000 metric tons of wheat allocated by the Khyber Pakhtunkhwa government for the districts of Shangla and Battagram to flour mills in Peshawar have sparked widespread concern among political, social, and public circles.
Financial Implications and Demands for Investigation
According to sources, the alleged transaction is believed to have generated an estimated financial benefit of around Rs30 million, prompting growing demands from community leaders and public representatives for a transparent and independent investigation into the matter.
Concerns Raised by Leaders and Activists
In a joint statement, progressive political leaders, social activists, and public representatives from Shangla expressed serious concern over the reported development. They stated that if any embezzlement, misappropriation, fraud, or administrative irregularity occurred in the distribution of wheat intended for the residents of Shangla and Battagram, it would constitute a grave violation of public trust and a serious injustice to the people of these underdeveloped and remote districts.
The leaders emphasized that flour is a basic necessity for every household and that any alleged irregularity involving government-supplied wheat directly affects ordinary citizens, particularly low-income families who depend on affordable food supplies. They argued that the misuse of essential commodities allocated under public welfare programmes not only deprives deserving communities of their rightful share but also undermines confidence in public institutions.
Impact on Underdeveloped Districts
Shangla and Battagram are among the province’s less-developed districts, where a large segment of the population depends on government support mechanisms to meet basic needs. “If wheat allocated for these districts has been diverted elsewhere, it raises serious questions about accountability and governance,” the statement said.
The signatories noted that such alleged actions, if proven true, amount to a violation of public rights and represent discrimination against residents of remote areas already facing economic and logistical challenges. They warned that any manipulation of resources meant for public welfare further deepens the hardships of vulnerable communities.
Calls for Impartial Inquiry and Legal Action
The leaders called upon the Khyber Pakhtunkhwa government, the Food Department, and relevant accountability institutions to launch a free, fair, and impartial inquiry into the allegations. They stressed that all facts surrounding the matter should be brought before the public to ensure transparency and accountability.
They further demanded that if investigations establish the involvement of any individual, official, or institution, strict legal action should be taken in accordance with the law. Those responsible for depriving citizens of public resources, they said, should be held accountable without any concession or preferential treatment.
Demand for Strengthened Monitoring Mechanisms
The statement also urged authorities to take the matter to its logical conclusion and ensure that effective monitoring and accountability mechanisms are introduced to prevent similar incidents in the future. According to the leaders, strengthening oversight of food distribution systems is essential to protecting public resources and ensuring that welfare initiatives reach their intended beneficiaries.
Public representatives maintained that transparency in the distribution of essential commodities is crucial for maintaining public confidence and ensuring equitable access to government-supported food supplies, particularly in remote and economically disadvantaged regions of the province.
