Pakistan Privatises Power Distributors: FESCO, GEPCO, IESCO

The Privatisation Commission has officially invited expressions of interest from potential investors for the privatisation of several major electricity distribution companies as part of the federal government's ongoing economic reform agenda. According to official documents, the government plans to sell between 51 and 100 percent shares in the Faisalabad Electric Supply Company (FESCO), Gujranwala Electric Power Company (GEPCO), and Islamabad Electric Supply Company (IESCO). Under the proposed framework, administrative control of these companies will also be transferred to private investors.

Key Deadlines and Fees

The deadline for submitting expressions of interest for FESCO has been set for July 7, 2026, while applications for GEPCO can be submitted until August 6, 2026. Investors interested in IESCO have until September 7, 2026, to file their bids. The documents further state that applicants will have to pay a non-refundable fee of Rs 1.4 million for each company they wish to bid for. An online briefing session regarding the privatisation process is scheduled for June 3, 2026, via Zoom.

Company Profiles

FESCO currently provides electricity to nearly 5.7 million consumers in central Punjab, while GEPCO serves various districts, including Gujranwala and Sialkot. IESCO supplies electricity to around 4.1 million consumers in Islamabad, Rawalpindi, and Azad Kashmir. The government believes privatisation will help attract fresh investment and reduce circular debt in the energy sector.
