Saudi HR Ministry Takes Action Against 14 Recruitment Agencies for Regulatory Breaches

The Ministry of Human Resources and Social Development in Saudi Arabia has announced the results of its rigorous inspections targeting recruitment offices and companies during the first quarter of 2026. This initiative is part of a broader effort to regulate the sector, ensure strict compliance with labor service regulations, and protect the rights of all parties involved in the recruitment process.

Violations and Penalties Identified

During the inspections, the ministry identified significant violations committed by 14 recruitment agencies. As a result, three agencies have been suspended from operations, while the licenses of 11 agencies have been revoked. The license revocations occurred because these agencies failed to correct their violations within the specified time frame provided by the ministry.

The violations reported by the Saudi Press Agency on Monday included:

  • Failure to address and resolve complaints from clients

Ministry's Objectives and Ongoing Monitoring

The ministry emphasized that these measures are designed to strengthen compliance, improve service quality, and ensure a transparent and well-regulated work environment within the recruitment sector. Officials stated that they will continue to monitor recruitment offices and companies closely, imposing penalties on any violators to maintain high standards.

Promotion of the Musaned Platform

In light of these enforcement actions, the ministry has strongly urged the public and businesses to utilize the Musaned platform, which is the national platform for recruitment services in Saudi Arabia. This digital platform enables electronic contracting with accredited service providers and offers comprehensive tools for evaluation, reporting, and follow-up, thereby enhancing transparency and efficiency.

To facilitate reporting of violations, the ministry has provided multiple channels:

  2. Using the Musaned mobile application for direct reporting

This crackdown reflects the ministry's commitment to safeguarding labor rights and ensuring that recruitment practices align with national regulations, ultimately fostering a fair and accountable market for all stakeholders.
