Pakistan electricity consumers to get Re0.80 relief in June

ISLAMABAD: Pakistan's electricity consumers are set to receive approximately Re0.80 per unit relief in their June bills due to quarterly tariff adjustments. The net relief of Re0.7950 per unit comes as a Rs1.9857 per unit QTA (Quarterly Tariff Adjustment) relief is partly offset by a Rs1.1907 per unit FCA (Fuel Charges Adjustment) hike.

NEPRA Approves QTA Refund

The National Electric Power Regulatory Authority (NEPRA) has allowed power distribution companies (Discos) to refund Rs1.9857 per unit on account of QTA for the first quarter (January-March) of calendar year 2026. At the same time, the regulator permitted an additional collection of Rs1.1907 per unit from consumers on account of FCA for April 2026. Consequently, consumers will experience a net relief of Re0.7950 per unit in June.

Details of the QTA Decision

Ex-WAPDA power distribution companies had sought NEPRA's approval for a refund of Rs1.93 per unit to consumers on account of QTA for the first quarter of CY 2026. However, the regulator approved a slightly higher refund of Rs1.9857 per unit. In its decision issued on Thursday, NEPRA stated: "The Authority has decided to approve an overall negative adjustment of Rs67.173 million on account of variation in capacity charges, variable O&M, use of system charges, market operator fee, FCA impact on T&D losses and recovery of PPP on incremental units for the 1st quarter of CY 2026."

Under the decision, capacity charges amounting to Rs39.51 billion will be refunded to consumers during the quarter, while use of system charges (UoSC) and market operation fees (MoF) total Rs11.3 billion. An additional Rs23.85 billion will be paid back to consumers under incremental energy units. The adjustments will be applied over a period of three months — June, July, and August 2026 — at a uniform rate of Rs1.9857 per kilowatt-hour (kWh). This will apply to all consumer categories except lifeline consumers, units billed for incremental consumption package, and prepaid consumers. The relief will also be available to consumers of K-Electric.

FCA Hike for April 2026

Similarly, ex-WAPDA Discos had sought NEPRA's nod to increase electricity tariff by Rs1.7251 per unit on account of monthly FCA for April 2026. A petition filed by the Central Power Purchasing Agency (CPPA-G) on behalf of Discos stated that consumers were billed at a reference fuel cost of Rs8.2498 per unit in April, but the actual cost turned out to be Rs9.9748 per unit. The CPPA-G requested the regulator to allow Discos to recover Rs1.7251 per unit from consumers. However, after incorporating adjustments, NEPRA assessed a national average uniform increase of Rs1.1907 per unit in the applicable tariff for Discos on account of variations in fuel charges for April 2026.

The Authority decided that the positive FCA for April 2026 shall be applicable to all consumer categories of KE and XWDISCOs except lifeline consumers, Electric Vehicle Charging Stations (EVCS), and prepaid electricity consumers of all categories who opted for prepaid tariff. It will also apply to consumption falling under the Incremental Consumption Package. Furthermore, NEPRA directed that Discos and KE shall reflect the FCA for April 2026 in the billing month of June 2026.
