The Benazir Income Support Program (BISP) has officially clarified misleading reports circulating on social media regarding its beneficiary database. Contrary to viral claims, BISP stated that it is incorrect to assert that one Computerized National Identity Card (CNIC) as a husband has been linked with 5,598 women in BISP records.

AGP Report Findings Explained

The Auditor General of Pakistan (AGP) report pointed out 5,598 cases where spouse CNICs were incorrectly or unusually linked with various wives. BISP emphasized that this observation pertains to data prior to NADRA profiling, which normally eliminates such errors. The program categorically stated that it is nowhere mentioned that one CNIC had 5,598 wives.

No Financial Benefit from Multiple Wives

BISP further clarified that there is no financial benefit for families to show more wives, let alone the alleged number of 5,598. Under the program rules, one family is eligible for only one benefit payment. Therefore, the suggestion of fraud based on multiple wives is unfounded.

Data Verification and Correction Mechanisms

The observation regarding mismatched spouse data relates to data profiling and record correction, according to BISP. It does not have any direct bearing on disbursement, as payments are made only after verification through NADRA, which acts as an additional check. In June 2025, BISP data was recertified, strengthening the quality of data even in its raw state.

Scale of Discrepancies in Context

BISP’s database covers 38.7 million household records, while the discrepancies identified for mismatched spouse data is just 5,598 cases. Whenever a discrepancy arises, built-in correction mechanisms rectify it prior to the disbursement of funds. No payment is made without profiling of data from NADRA. These 5,598 cases are suggested discrepancies for rectification, not verified or alleged cases of fraud.
