Punjab Chief Minister Maryam Nawaz Sharif and Punjab Assembly Speaker Malik Muhammad Ahmad Khan held their second meeting in a week on Wednesday, a development widely interpreted as a continued effort to ease reported differences between the two leaders over administrative and legislative matters. These tensions had surfaced during the recently concluded budget session of the Punjab Assembly, according to an official handout.
Discussions on Legislative Affairs and Prison Reforms
During the meeting, the chief minister and the speaker discussed the country’s situation in the context of the prevailing global scenario, in addition to deliberating on legislative affairs, including proposed prison reforms. Both leaders agreed to strengthen coordination to ensure the smooth conduct of Punjab Assembly proceedings.
After last week’s initial meeting, there was a widespread belief that the reported differences between the offices of the chief minister and the speaker had largely been resolved. This perception was reinforced when one of the most contentious issues of the budget session—the proposed Punjab Control of Habitual Offenders Bill—was referred back for review. The bill had drawn strong criticism from the opposition, legal experts, and civil society over concerns relating to fundamental rights.
Bill Referred Back for Review
In the closing days of the budget session, the speaker had himself announced that the bill was being sent back to the law department for a comprehensive review on the directions of Chief Minister Maryam Nawaz Sharif before it could proceed further. However, the holding of another meeting between the two leaders within a week has revived speculation that the reported differences may not yet have been fully resolved and that the anticipated thaw in relations is still evolving.
Chief Minister’s Directives and Speaker’s Appreciation
The official handout further stated that the chief minister directed the speaker to ensure the participation of both treasury and opposition members in the legislative process. In turn, the speaker appreciated her address at the National Paigham-e-Aman Committee meeting and congratulated her on the launch of the “Apna Khet, Apna Rozgar” scheme and the completion of its digital balloting.
Maryam Nawaz described the initiative as a collective achievement of her team and said the government was expanding welfare programmes, modern transport, and agricultural mechanisation, particularly in underdeveloped areas. She noted that the scheme had provided land and livelihood opportunities to 30,000 landless families.
