Sindh Proposes Rs 720 Billion Development Outlay for 2026-27

The Sindh government has proposed a development outlay of Rs 720.385 billion for the fiscal year 2026-27, as announced by Chief Minister Syed Murad Ali Shah while presenting the provincial budget in the Sindh Assembly on Wednesday.

Breakdown of the Proposed Development Budget

The proposed Annual Development Plan (ADP) stands at Rs 385 billion, while district ADP allocations amount to Rs 15 billion. The Foreign Project Assistance (FPA) component is estimated at Rs 256.055 billion, and Rs 64.33 billion has been set aside for the federal Public Sector Development Programme (PSDP) for the next financial year.

This represents a sharp decline of 30% compared to last year's development portfolio of Rs 1,018.326 billion. The reduction will be absorbed across all development components.

Reasons for the Reduction

CM Murad Ali Shah explained that no new schemes will be included in the ADP 2026-27 due to emerging geopolitical developments in the Gulf region, increased economic uncertainty, fiscal pressures, and the Sindh government's austerity measures. The primary objective is to maximize development outcomes, prioritize the completion of ongoing projects, and protect essential public services.

Focus will be directed toward flagship schemes of strategic importance, the chief minister added.

Fiscal Prudence and Commitment

Reiterating the commitment to accelerating development and improving public service delivery, the CM said that the proposed development outlay reflects the realities of a challenging economic environment. Volatility in global energy markets and recurrent fuel crises have increased the cost of government operations, infrastructure projects, transportation, and service delivery, placing additional strain on public finances.

“In view of these circumstances, the Government has adopted a prudent and responsible fiscal approach by prioritizing ongoing projects, safeguarding essential public services, and focusing available resources on high-impact interventions,” Shah stated.

He vowed to continue efforts to ensure that every rupee spent delivers maximum value, promotes inclusive growth, and contributes to the welfare and prosperity of the people of Sindh.
